the Act The Secretary of State makes these Regulations in exercise of the powers conferred by sections 3(2), (5) and (6)(a), 4(6) to (8)(a), 9(1), (4) and (5), 10(4), 11(7), 17(2) and 18(3) of the Seafarers’ Wages Act 2023(“”). In accordance with section 4(9) of the Act, the Secretary of State in making these Regulations has sought to secure that a non-qualifying seafareris for the purposes of section 4 remunerated at a rate equal to the national minimum wage equivalentonly if their remuneration is in all the circumstances broadly equivalent to the remuneration they would receive if they qualified for the national minimum wage.
