Enabling power
The Secretary of State makes these Regulations in exercise of the powers conferred by sections 88(5) and (6), and 105(1), (2)(a) and (3) of the Road Traffic Act 1988. The Secretary of State has consulted in accordance with section 195(2) of the Road Traffic Act 1988.
