The Energy Bills Discount Scheme (Northern Ireland) Regulations 2023
These Regulations, which apply in Northern Ireland, establish the Energy Bills Discount Scheme for Non-Domestic Customers in Northern Ireland (“EBDS”). EBDS is a scheme for reducing the costs, to non-domestic customers, of being supplied with electricity or gas (“energy”) by a supplier that holds a supply licence under the Electricity (Northern Ireland) Order 1992 or Gas (Northern Ireland) Order 1996.

Enabling power
The Secretary of State makes these Regulations in exercise of the powers conferred by sections 11(1) to (4), 26(2) and 27(2) of, and Schedule 2 to, the Energy Prices Act 2022.
