This consultation seeks views on the implementation of the Port Security Regulations 2009 at the Port of Thames.

The purpose of Directive 2005/65/EC, which is implemented by the Port Security Regulations 2009 in the UK, is to enhance security coordination in the wider port area at those ports covered by the directive. This is as opposed to the immediate ship or port interface which is covered by Regulation (EC) 725/2004 on enhancing ship and port of facility security which is directly applicable in UK law. The directive requires the:

  • designation of a port security authority (PSA)
  • appointment of a port security officer
  • conduct of a port security risk assessment
  • creation of a port security plan

As the Port of Thames Designation Order is still under development, an example order in the standard format is in Annex A of the consultation document. Annex B of the consultation document appends a suite of draft PSA boundary plans for the Port of Thames for review by consultees. The plans, together, define the area which the Port of Thames Port Security Authority will cover for the purposes of this directive.
