M3 Junctions 2 to 4a statutory instrument

The Highways Agency proposes to improve the M3 by making it a ‘managed motorway’ between Junctions 2 and 4a.

Managed motorways help relieve congestion by using the hard shoulder as a running lane and using technology to vary the mandatory speed limit.
