The Warm Home Discount (England and Wales) Regulations 2026
These Regulations provide for the further continuation in England and Wales of the scheme to reduce fuel poverty (“the Scheme”) established by the Warm Home Discount Regulations 2011 and continued in England and Wales by the Warm Home Discount (England and Wales) Regulations 2022 (“the 2022 Regulations”). These Regulations re-enact with amendments the provisions made by the 2022 Regulations to continue the Scheme in England and Wales until 31st March 2030. The Scheme will continue to be administered and enforced by the Gas and Electricity Markets Authority (“the Authority”).

Enabling power
the Act The Secretary of State makes these Regulations in exercise of the powers conferred by sections 9, 10, 14(4) and 31(5) and (6) of the Energy Act 2010(“”) with the consent of the Treasury. In accordance with section 14(1) of the Act, the Secretary of State has consulted the Gas and Electricity Markets Authority, licensed electricity suppliers, licensed gas suppliers and such other persons as the Secretary of State thinks appropriate. In accordance with Article 36(4) ofof the European Parliament and of the Council, the Secretary of State has consulted the Information Commissioner during the preparation of the proposal for these Regulations. Regulation (EU) 2016/679 In accordance with section 31(2) of the Act, a draft of this instrument has been laid before and approved by resolution of each House of Parliament.
