The Welsh Ministers make these Regulations in exercise of the powers conferred on the Secretary of State by sections 20 and 93 of the Planning (Listed Buildings and Conservation Areas) Act 1990and now exercisable by themand the powers conferred on them by section 21 of that Actand by section 323A of the Town and Country Planning Act 1990:
