The Welsh Ministers, in exercise of the powers conferred on the Secretary of State by sections 10, 28 29, 74, 91and 93 of the Planning (Listed Buildings and Conservation Areas) Act 1990and now exercisable by them, and in exercise of the powers conferred on them by sections 28B and 44D of that Act, make the following Regulations:
