The Secretary of State makes these Regulations in exercise of the powers conferred by sections 12(1), (2), (5) and (6), 13(1) to (4), 14(1) and (3) to (9) and 82(2) and (3) of the Energy Act 2016. The Secretary of State has consulted the Oil and Gas Authorityin accordance with sections 12(8) and 13(8) of the Energy Act 2016.
