Enabling power
In accordance with Article 5(3) of Council(concerning the protection of waters against pollution caused by nitrates from agricultural sources), the Secretary of State has taken into account available scientific and technical data, mainly with reference to the respective nitrogen contributions originating from agricultural and other sources, and the environmental conditions of the nitrate vulnerable zones in England.
