It appears to the Secretary of State that— the modifications set out in paragraphs 1, 2, 6, 8, 10, 11, 12, 15 and 17 of Schedule 9 are expedient pursuant to section 80(1) of the 1974 Act; and it is not appropriate to consult bodies in respect of such modifications in accordance with section 80(4) of that Act.
