The Heavy Goods Vehicles (Charging for the Use of Certain Infrastructure on the Trans-European Road Network) (Amendment) Regulations 2014
These Regulations amend the Heavy Goods Vehicles (Charging for the Use of Certain Infrastructure on the Trans-European Road Network) Regulations 2009 (S.I. 2009/1914) (“the 2009 Regulations”). They implement the provisions of Directive 2011/76/EU of the European Parliament and of the Council of 27th September 2011 (“the 2011 Directive”) amending Directive 1999/62/EC on the charging of heavy goods vehicles for the use of certain road transport infrastructures (“the 1999 Directive”).

Enabling power
These Regulations make provision for a purpose mentioned in section 2(2) of the Act and it appears to the Secretary of State that it is expedient for references to Annexesand IIIb ofof the European Parliament and of the Council of 17th June 1999 on the charging of heavy goods vehicles for the use of certain infrastructures to be construed as a reference to those Annexes as amended from time to time.
