The Secretary of State makes these Regulations in exercise of the powers conferred by sections 8(1), 161(3)(b)(ii) and (4) of the Health and Social Care Act 2008. A draft of these Regulations was laid before Parliament in accordance with section 162(3) of that Act and was approved by resolution of each House of Parliament.
