Enabling power
The Secretary of State makes these Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 1972, paragraph 8 of Schedule 2 to the Water Act 1983and, with the consent of the Treasury, section 56(1) and (2) of the Finance Act 1973.
