The Welsh Ministers in exercise of the powers conferred on them by sections 12(3) and 13(2) and (4) of and paragraphs 4(1), (2) and 7(3) of Schedule 2 to the National Health Service (Wales) Act 2006and after consultation in accordance with paragraph 7(4) of Schedule 2 to that Act make the following Regulations.
