Enforce ICC arrest warrants against UK nationals returning from conflict zones
The UK is a signatory to the Rome Statute and bound by the International Criminal Court Act 2001 to cooperate with ICC arrest warrants. However, UK nationals who travel to participate in conflicts where ICC arrest warrants have been issued face no consistent enforcement on return.

Background
Enforce the ICC Act 2001 against UK nationals who travel to participate in conflicts where active ICC arrest warrants exist. Mandate Border Force to flag returning nationals, ensure convictions are recorded on the PNC and disclosed via DBS checks, and require the CPS to actively consider prosecution under existing war crimes legislation.
