Family parking space badges for children up to 12 and fines for illegitimate use

Create a badge system similar to the blue badge that will allow families with children up to 12 years old or pregnant mothers to be the only ones allowed to use parent parking. Introduce fines for individuals who break the rules and park there without a child or who aren't pregnant.
