Ban airlines setting cabin bag size limits below overhead locker capacity
Create legislation preventing airlines from setting cabin bag size limits smaller than the overhead locker capacity of the aircraft. Bag dimensions should match what the plane can hold, stopping what we feel are artificially small limits used to generate extra fees.

Background
Airlines are increasingly restricting cabin bag sizes below what overhead lockers can hold, using rules we feel are unclear to charge passengers last minute. This drip pricing model can lead to stress, arguments at gates and confrontations between staff and travellers. In some cases staff appear incentivised to enforce charges, creating friction and damaging trust. A minimum size based on aircraft capacity would help reduce opportunistic fees, improve transparency and create a fairer experience.
