This consultation seeks changes in planning legislation to allow for the use of non-physical guidance systems in orders made under the Transport and Works Act 1992 (TWA).

The change being proposed is intended to support innovation and the deployment and use of new and more advanced technologies.

Orders made under the TWA can authorise physically guided transport systems such as those guided by cables or tracks. Changes in technology mean, however, that transport can also now be guided by non-physical means.

Non-physical guided transport modes could be using simple sensor systems to detect road markings and direct a vehicle. More complex non-physical guidance systems could include those that read the surrounding environment to direct a vehicle.
