New Challenges, New Chances: Next Steps in Implementing the Further Education Reform Programme

On 16 November 2010 the Government published two documents which set out a radical new strategy for further education and skills, Skills for Sustainable Growth and Investing in Skills for Sustainable Growth.

New Challenges, New Chances and the associated documents on this page contain proposals to take this strategy a stage further by making detailed proposals in areas ranging from informal adult and community learning to data requirements on colleges.

The introduction of FE loans reflects the principles set out in Skills for Sustainable Growth - in particular, that those who benefit more should contribute more to the costs of their learning. We have now agreed the model on which the loans system will be based and we want to gain your views on the implementation of the loans system and how best to communicate this to individuals and employers. Detailed consultation on informal adult and community learning:

We have been working with a range of partners to review our investment in informal adult and community learning to ensure it supports relevant Government policy objectives and engages and motivates people from disadvantaged groups. We invite those organisations with an interest to offer views by responding to this consultation.
