Renewable Transport Fuel Obligation: a draft post implementation review
We are seeking views on a draft post implementation review of the Renewable Transport Fuel Obligation.
As part of government’s overall commitment to improving regulation and to reducing the burdens it imposes, ministers committed to reviewing the effectiveness of the Renewable Transport Fuel Obligation (RTFO) amendments by April 2014 in a post implementation review (PIR). The RTFO is the principle legislation for the regulation of biofuels used for transport in the UK.
The scope of the review covers the extent to which the RTFO has achieved its objectives, to assess costs and benefits, and to identify any unintended consequences. In addition, the review is intended to consider how implementation and enforcement could be improved.
This document sets out an initial draft PIR and we invite comment and input from businesses, individuals and other organisations. It includes analysis of the RTFO over the period since its inception and invites further evidence as to whether current policy is delivering the desired outcomes. Specific questions are listed at the end of each chapter. The final review is due for publication in April 2014.
