Revised transitional arrangements where rights to vehicle registration numbers held on a certificate have expired

The consultation sets out and seeks the views on the terms of a revised transitional scheme for repurchasing the rights to expired certificates of entitlement for personalised vehicle registration numbers.

This follow-up consultation is for personalised registration number dealers and trade associations.

DVLA consulted from 22 June 2017 to 27 July 2017 to understand how expired certificates for the rights to a vehicle registration number have been managed by personalised registration dealers. We also sought the views on the scope and conditions that could be applied to any revised transitional scheme the DVLA may implement to manage expired certificates. Members of the public were also invited to provide their views on the current process.

Following analysis of the consultation responses the DVLA proposes a revised transitional scheme which would replace the current arrangements. This will be for a fixed period of time to allow those customers whose rights to a registration number have expired to repurchase them. The proposed scheme is also subject to ministerial approval.

It’s important to note that these arrangements don’t affect registration numbers currently assigned to a vehicle.
