Environment Agency charge proposals from October 2021
We propose to apply EPR charges and abstraction charges to the Isles of Scilly and amend EPR charges to include fusion activities in nuclear regulation.
We invite comments on our charge proposals for implementation in October 2021. We propose to change our charges for the Environmental Permitting Regulations (EPR) 2016 and the Water Resources Act 1991 to make sure we cover the cost of our activities.

Isles of Scilly (IoS)We propose to apply existing charging schemes to customers on the IoS. The charging schemes are the Environmental Permitting Charging Scheme and the Scheme of Abstraction Charges. We propose to apply the whole schemes to provide consistency for IoS customers. IoS customers were previously exempt from these charges. However, the government made an order in 2020 that enables us to recover the costs of regulation in the IoS.
Specified radioactive substances activity – fusionWe propose to include fusion activities in the Environmental Permitting Charging Scheme by extending the definition of a ‘specified radioactive substances activity’. The proposed change will enable us to fully recover the costs of regulating the emerging fusion industry.
