Rail: calculating operator network access costs and alterations to the charging framework

As part of the 2018 periodic review of Network Rail, we are reviewing:

• how the charges operators pay to access the rail network are calculated
• Network Rail’s charging framework for control period 6

The framework changes include:

• removing the capacity charge and coal spillage charge
• merging the 2 existing freight mark-ups

and will prioritise reforms to charges that recover some of the fixed rail network running costs.
