ORR: draft amendments to the model freight track access contracts

These changes were separate to the ongoing implementation of the Office of Rail and Road’s (ORR) periodic review of Network Rail (PR23).

ORR intended to include all updates with the publication of new model contracts before 1 April 2024, in readiness for the start of control period 7 (CP7).
