Draft flood insurance legislation
Publication of the draft flood insurance clauses for the Water Bill provide the opportunity to examine our proposed legislative approach to flood insurance.
This informal consultation is seeking views on draft laws about the future availability and affordability of flood insurance for homes.
We said we would if necessary make laws to regulate for affordable insurance. We said that we planned to do so through the Water Bill. That remains our intention.
These draft clauses (draft sections to be included in the Water Bill) reflect our working assumptions at this stage. They may be developed further after this informal consultation, and after discussion with key stakeholders.
This informal consultation will give interested parties the opportunity to examine our proposed approach. The commentary gives details of what is intended and further insight into the government’s proposals.
These proposals have been developed after the insurance in areas of flood risk consultation we published on 27 June 2013.
