The Office of Rail and Road (ORR) is consulting on how we propose to regulate Network Rail in railway control period 6 (CP6). Our aim is to:
- put an increasing focus on regulating each of Network Rail’s route businesses
- encourage closer working between Network Rail and operators
- make greater use of comparison between routes
- strengthen our regulation of Network Rail’s system operator function
