The Windsor Framework (Non-Commercial Movement of Pet Animals) Regulations 2024
These Regulations implement the Windsor Framework in respect of the non-commercial movement of pet animals from Great Britain to Northern Ireland. These Regulations create the Northern Ireland Pet Travel Scheme (“the Scheme”). The Scheme applies only to pets originating in Great Britain.

Enabling power
The Secretary of State makes these Regulations in exercise of the powers conferred by section 8C(1) and (2) of, and paragraph 21 of Schedule 7 to, the European Union (Withdrawal) Act 2018. In accordance with paragraph 8F(1) of Schedule 7to the European Union (Withdrawal) Act 2018, a draft of this instrument has been laid before and approved by a resolution of each House of Parliament.
