The Secretary of State for Health, in exercise of the powers conferred by section 13 of the Social Security Act 1988 as saved by the Health and Social Care (Community Health and Standards) Act 2003 (Savings) Order 2005, and section 175(3) and (4) of the Social Security Contributions and Benefits Act 1992makes the following Regulations.
