The Water Supply and Sewerage Services (Customer Service Standards) (Amendment) Regulations 2025
These Regulations amend the customer service standards that apply under Part 3 of the Water Supply and Sewerage Services (Customer Service Standards) Regulations 2008 (“the 2008 Regulations”) to English service providers. English service providers include water undertakers, sewerage undertakers, water supply licensees and sewerage licensees operating in England.

the 1991 Act The Secretary of State makes these Regulations in exercise of the powers conferred by sections 38(2) to (4), 38ZA(2) to (4), 95(2) to (4), 95ZA(2) to (4) and 213(2)(a), (d), (e) and (f) of the Water Industry Act 1991(“”). In accordance with sections 39(4)(b) and 96(4)(b) of the 1991 Act (including as applied by sections 39ZA and 96ZA of that Act, respectively), the Secretary of State considers that there are exceptional reasons why it is in the public interest that these Regulations should be made. Before giving a notice under sections 39(5)(a) and 96(5)(a) of the 1991 Act (including those sections as applied by sections 39ZA and 96ZA of that Act, respectively), in accordance with sections 39(7) and 96(7) of that Act the Secretary of State arranged for such research as the Secretary of State considered appropriate with a view to discovering the views of a representative sample of persons likely to be affected by these Regulations (“the relevant research”). The Secretary of State has, in accordance with sections 39(5), (6) and (8) and 96(5), (6) and (8) of the 1991 Act (including those sections as applied by sections 39ZA and 96ZA of that Act, respectively), given notice of the proposals for these Regulations and considered the results of the relevant research and every representation or objection with respect to the proposals which has been duly made and not withdrawn.
