The Secretary of State, in exercise of the powers conferred by section 42 of the Housing and Planning Act 1986, section 303A(5) of the Town and Country Planning Act 1990, paragraphs 17(1) and (2) and 18 of Schedule 8 to the Planning and Compulsory Purchase Act 2004and sections 7 and 232 of the Planning Act 2008, makes the following Regulations:
