The Welsh Ministers in exercise of the powers in section 569(4) and (5) of, and paragraph 3 of Schedule 1 to, the Education Act 1996, and sections 19(3), 21(3), 34(5), 35(4) and (5), 36(4) and (5) and 210(7) of the Education Act 2002, and sections 18 and 32 of the Education (Wales) Measure 2011make the following Regulations:
