The Smart Meter Communication Licensee Administration (England and Wales) Rules 2020
These Rules set out the procedure for the conduct of smart meter communication licensee administration (“SMCL administration”) proceedings in England and Wales. SMCL administration is a special insolvency regime specifically created for companies acting as a smart meter communication licensee (“SMCL”) in Great Britain.

Enabling power
The Lord Chancellor makes the following Rules in exercise of the powers conferred by section 411 of the Insolvency Act 1986and section 159(3) of the Energy Act 2004as applied by section 4 of the Smart Meters Act 2018, with the concurrence of the Secretary of State and, in the case of those rules that affect court procedure, of the Lord Chief Justice, and after consulting the committee existing for that purpose under section 413 of the Insolvency Act 1986:
