The Secretary of State makes these Regulations in exercise of the powers conferred by Articles 7(7) and (8), 10(8), 14(2) and 15(8) of Regulation (EU) 2019/631 of the European Parliament and of the Council of 17 April 2019 setting COemission performance standards for new passenger cars and for new light commercial vehicles, and repealing Regulationsand (EU) No. 510/2011.
