The Welsh Ministers in exercise of the powers conferred on the Secretary of State by sections 537 and 569(4) of the Education Act 1996, and now vested in them, and in exercise of the powers conferred on the National Assembly for Wales by sections 30(1) and 210(7) of the Education Act 2002and now vested in them, make the following Regulations:
