The Secretary of State makes these Regulations in exercise of the powers conferred by section 255(7) and (11) of the Levelling-up and Regeneration Act 2023and section 118(1)(a), (1)(e), (3), (4), (5)(b), (5)(d), (5)(g)(ii), (7), and (8)(b) of the Planning and Infrastructure Act 2025.
