The Secretary of State makes this Order in exercise of the powers conferred by section 3A(1) and (2) and section 3B(1) and (2) of the Immigration Act 1971. In accordance with section 3A(13) and section 3B(6) of that Act, a draft of this Order was laid before and approved by a resolution of each House of Parliament.
