The Welsh Ministers make the following Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 1972 and section 111(4) and (11) of the Environmental Protection Act 1990, having consulted the Food Standards Agency in accordance with section 126(5) of the Environmental Protection Act 1990.
