Enabling power
The Secretary of State makes these Regulations in exercise of the powers conferred by section 31 of the European Union (Future Relationship) Act 2020. The Secretary of State declares in accordance with paragraph 14(2) of Schedule 5 to that Act that by reason of urgency it is necessary to make these Regulations without a draft being laid and approved by both Houses of Parliament.
