These Regulations concern the supply of regulated and reportable substances (see section 2 of the Poisons Act 1972 (c. 66) (“the 1972 Act”) for definitions of a regulated substance and a reportable substance).

Enabling power
In accordance with section 2A(3) of the 1972 Act, the Secretary of State, in determining the distribution of substances as between the various parts of Schedule 1Ato the 1972 Act, has had regard to the desirability of restricting Parts 3 and 4 to substances that meet the criteria provided by section 2A(3)(a) and (b) of the 1972 Act.
