The Secretary of State makes the following Regulations, in exercise of the powers conferred by sections 87(3)(c), 88(2)(c), 89(1) and (4) and section 264(1) of, and paragraph 3 of Schedule 5 to, the Apprenticeships, Skills, Children and Learning Act 2009.
