Enabling power
The Secretary of State for Education, makes the following Regulations in exercise of the powers conferred by sections 22C(11), 26(3) to (3B), 104(4) of and paragraph 12F(1)(b) of Schedule 2 to the Children Act 1989, sections 1(1) and (3) of the Adoption (Intercountry Aspects) Act 1999and sections 4, 9(1)(a), 11(2) and (3), 12, 45(1) and (2), 54, 83(4) and (5), 94(1), 140(7) and (8) and 142(5) of the Adoption and Children Act 2002, and after consultation with the Welsh Ministers.
