These Regulations set out the rules and procedures which the Office of Communications (“OFCOM”) will follow when assessing the extent of the financial burden associated with the provision of a universal service and, where appropriate, compensating a universal service provider for those costs in exercise of their powers under sections 70 and 71 of the Communications Act2003 (c.21)(the “Act”).
