These Regulations amend the Local Authorities (Capital Finance and Accounting) (England) Regulations 2003 (S.I. 2003/3146) (“the Principal Regulations”).
The Secretary of State, in exercise of the powers conferred by sections 7(2)(b) and (3)(c), 8(3), 9(3)(b), 16(2)(a) and 21(2)(b) of the Local Government Act 2003, makes the following Regulations:
