Local authority data: Adult Disability Payments in Scotland
Find data for Scottish local authorities on people claiming Adult Disability Payment, including Library estimates of how far caseload rollout has progressed.
The Scottish Government has introduced a new set of extra-costs disability benefits as direct replacements for DWP benefits.
Adult Disability Payment (ADP) is the replacement for Personal Independence Payment (PIP) and Disability Living Allowance (DLA) for adults in Scotland.
From March 2022, ADP opened for new applications from people living in the pilot areas of Dundee City, Na h-Eileanan Siar and Perth and Kinross. The pilot expanded to include Angus, North Lanarkshire and South Lanarkshire in June 2022 and further expanded to include Fife, City of Aberdeen, Aberdeenshire, Moray, North Ayrshire, East Ayrshire and South Ayrshire in July 2022. ADP launched nationally to all remaining local authorities in August 2022.
Following this national launch, people living in Scotland are now directed to apply for ADP instead of PIP for new claims.
PIP claimants started to have their awards transferred to ADP in phases from June 2022, and DLA claimants from August 2022. Claimants will instead be transferred automatically to ADP when:
- their PIP award is due to be reviewed;
- their PIP award is coming to an end; or
- when they report a change in circumstances to the DWP.
If none of the above apply, the claimant will be moved to ADP via “managed transfer”.
The transfer of all claimants was expected to be completed by the end of 2025. Until they have been transferred over, PIP and DLA claimants will continue to have their awards administered by DWP.

NotesADP is primarily a benefit for people of working age, although PIP claimants and some DLA claimants who are over State Pension age are also being transferred. It is not possible to identify the relevant DLA claimants (those born on or after 8 April 1948) from caseload data, so they are not included on this dashboard. As a result, the dashboard covers around 95% of claimants involved in ADP rollout.
ADP figures have been rounded to the nearest five. Data has been suppressed where it would disclose fewer than five applications.
