Grenfell Tower Memorial (Expenditure) Bill 2024-26
The Grenfell Tower Memorial (Expenditure) Bill 2024-26 had its First Reading in the House of Commons on 27 February 2026. The government proposes to use public money to build a memorial to the Grenfell Tower fire victims on the site of the tower.
Long title: A Bill to Authorise the payment out of money provided by Parliament of expenditure incurred by the Secretary of State in connection with the commemoration of the victims of the fire at Grenfell Tower; and for connected purposes.
The Grenfell Tower Memorial (Expenditure) Bill 2024-26 was introduced to the House of Commons with First Reading held on 27 February 2026.
The purpose of the bill is to seek authorisation from Parliament for public funding to build and maintain the Grenfell Tower memorial. The bill would also enable the preservation, archiving or exhibition of materials from the tower and site.
The memorial was proposed to commemorate the victims of the Grenfell Tower fire in June 2017. A community-led Grenfell Tower Memorial Commission was established which worked with the community to gather views on a memorial, select a design and delivery partner and report on practical arrangements for delivery associated with land and budget.
The proposal is for the memorial to be located on the Grenfell Tower site. The land used for the memorial would cover just under 3,000 square metres, including the tower site and adjacent land.
The government currently has freehold ownership of the site and there is a legal restriction, called a restrictive covenant, that runs with the land (rather than the landowner) to limit its use for other purposes. The government intends to transfer ownership of the site, once the site is cleared, to a body determined by the Grenfell community.
The Grenfell Tower Memorial Commission said the memorial is intended to be “owned and managed in a way that ensures it lasts for future generations, so that Grenfell is never forgotten”.
There is limited commentary to date on the Grenfell Tower Memorial (Expenditure) Bill from different stakeholders. However, there has been significant reaction to Grenfell Tower being dismantled from groups representing bereaved families and survivors.
