Future of the Pennine Acute Hospitals NHS Trust

Formed in 2001, Pennine Acute Hospital NHS Trust (PAT) is one of the largest NHS Trusts in the country. With a total operating budget of over half a billion pounds PAT employs around 9,000 staff and serves a population of approximately 820,000 people. It runs North Manchester General Hospital, Royal Oldham Hospital, Fairfield General Hospital in Bury, and Rochdale Infirmary. PAT also provides a range of community services in North Manchester, Bury, Rochdale and Oldham.
PAT was rated "Inadequate" overall by the Care Quality Commission (CQC) in August 2016. CQC inspectors found that the PAT provided services that were caring, but were Inadequate for being safe and well led. Rochdale Infirmary and the Trust’s Community Services were rated as Good, Fairfield General Hospital was rated as Requires Improvement and North Manchester General Hospital and the Royal Oldham Hospital were rated as Inadequate. The full report of the inspection is available on the CQC website. A number of reviews have also identified serious problems with the Trust’s maternity services in particular.
In March 2016, the Chief Executive of neighboring Salford Royal Hospital NHS Foundation Trust, Sir David Dalton, agreed that Salford Royal would provide leadership and support to PAT from 1 April 2016.
