Civil Aviation (Consumer Protection and Regulatory Reform) Bill [HL]: HL Bill 1 of 2026–27
The Civil Aviation (Consumer Protection and Regulatory Reform) Bill [HL] is a government bill focused on supporting the aviation industry and related consumer rights.

The bill has 13 clauses and is receiving second reading in the House of Lords on 2 June 2026. The majority of the bill’s provisions would apply to the whole of the UK.
It contains measures and regulation-making powers seeking to:
- strengthen consumer rights and protections
- promote economic growth and infrastructure
- enhance aviation safety
Among other matters, the government has claimed the changes are important for allowing the UK to respond quickly to changes in the aviation sector and ensuring the UK retains its appeal as a competitive aviation hub. The bill also links to the government’s policy to modernise UK airspace.
The government has said that the aviation sector plays a vital role supporting economic growth. It estimated it contributed £14bn to UK GDP in 2023.
