Background
At present, governments can proceed without clear consent, leaving the public with no meaningful control over policies that affect them directly. This law would ensure that the people remain the ultimate authority: no measure could proceed without a clear demonstration of public support. Continuing with policies like Digital ID without such consent would show a lack of good faith in upholding democratic principle. In a true democracy, the government serves the people, not the other way around.
