Ban HVGs from using the second lane.
Prevent HVGs and other slow/restricted vehicles from overtaking on motorways and dual carriageways by introducing and enforcing fines.

Background
Safety: less braking hazards and queueing traffic.
Eco-friendly: less co2 emissions from accelerating and brake dust from slowing down.
Faster journey times and less interruptions leading to better mental state while driving without impacting HGV drivers (they are restricted to the same speed anyway).
This system is already implemented in Germany and it works perfectly. Driving on motorways is much safer and more efficient.
